The value of coordination: lessons learnt from the ‘Alianzas con Valor’ programme for industrial policy in Entre Ríos

This paper analyses the experience of the ‘Alianzas con Valor’ programme, implemented in the province of Entre Ríos in 2024, as a public intermediation policy aimed at strengthening links between large companies and local suppliers. Through a comparative analysis of two sectors – the poultry and metalworking sectors – it examines how structural and relational conditions determine the effectiveness of the same policy instrument. The results show that, when the main constraint is informational, state intermediation can rapidly deepen markets and generate sustainable links. Conversely, when constraints relate to productive and organisational capacity, the effect is limited in the absence of complementary policies to strengthen and improve production. The study provides evidence on the importance of coordination and trust as central dimensions of productive development, and proposes strengthening industrial policy based on a framework of linkages, learning and cooperation.
